Filter inputs and outputs not working for imported histories

Describe the bug
Related to #15210 and maybe #15514. Filtering by inputs and outputs is not working for imported history.

Galaxy Version and/or server at which you observed the bug
usegalaxy.org (v23.0.rc1)

To Reproduce
Steps to reproduce the behavior:

1. Go to Shared Data -> Histories
2. Import a history
3. Expand an item from imported history
4. Click on Show inputs for this item

Expected behavior
Disable Show inputs for this item for imported histories or whenever it's not available or show an alert when it's not available or import relations when importing a history.

We are planning to leave this open until the query also works for imported histories in 23.1.
