How to use anvil_fork target type

Documentation for using the anvil_fork target type would be useful. I don't understand its purpose or how to use it. Additionally, it requires OffChainArtifacts and I'm wondering what tool you use to generate the json it expects. Looking at the code, the json structure expected does not mimic the output of solc and the like (I could be wrong and just doing something wrong). Thanks
