Docs CI broken due to dependency issue

Looks like we are prompted to say yes/no when installing the python dependencies in the docs CI

I tried building the docs locally, and even after saying yes to attempt to build without resolving the conflict, got this error:

@petebachant yes I'm not surprised, we're having other issues with the CI but that could also be an issue.

@antoine-le-calloch TAROT API (and perhaps others, just pinging you since you edited those recently) might deserve some error catching here. To avoid erroring out if the endpoint isn't specified and then auto-failing submitted requests if there is no endpoint. In the mean time I'll update the fritz config to avoid that error.

What's a little odd @petebachant is that the config system is supposed to basically take the default config of baselayer and copy/paste the default config of skyportal (adding new keys and overwrite common keys with the 2nd config file's content), then your custom config. So in theory it should see those keys that are in the default config of skyportal. maybe a config related error in your case.
