Frictionless Specs revision and relationship to DCAT 3

Hi!

I have seen an active discussion on CKAN's support for DCAT version 3 today, including a proposal that CKAN 3.0 should support it natively. We already have a discussion on mapping DCAT 2 to the Frictionless Data specs and I myself have done a partial mapping a long time ago. Considering that we're revising the Frictionless Data specs, I think this should be the perfect opportunity to discuss how (and if) the specs revision should align to the upcoming DCAT version 3 standard.
