`sdw-admin --apply` fails on "configure all" step without apparent reason

Description

"Configure all" step fails without apparent reason in this OpenQA test. For archival reasons, here are the details:

Log files:

• sdw-admin--apply.log
• journalctl.log

In it the output I couldn't really find any salt failure reason. Yet, salt exited with non-zero. And visually looking at the video, I don't see any problematic message popping up.

This happened while testing #1210. I don't think it's related, because it had already reached test_dom0 (where it ran into an issue), but the issue now reported happened in the test before that. Therefore it is probably not related.
