Consider disabling sys-whonix "auto-start" #1410

Description

Now that we're removing the dependency on Whonix (#456), we could also consider removing the autostart in sys-whonix. This way we prevent users from getting pop-ups like the ones discussed in freedomofpress/securedrop-client#2277 (image below), as well as the tray-icon Image. Both will be no longer relevant for daily workstation usage.

Here are some relevant quotes from the above-linked thread:

Maybe we could consider disabling sys-whonix startup on boot to avoid running (and having our users) run into these.

I think that would be reasonable.

How will this impact SecureDrop/SecureDrop Workstation users?

Less UI elements unrelated to the workstation's usage.

How would this affect the SecureDrop Workstation threat model?

No impact.
