Reclaim idle commit bits

We should revisit the list each month. Initially we do want to more firmly establish the policy that people don't really need to hang on to bits forever, and be clear that folks can still be on developers@ even if push access is disabled.

Status update: we'll start doing this in the next call, Warner proposes going through the list once a month, and we need to catch up since we haven't done any reaping.
