E.g., what should poudriere(-devel) do when, say, https://pkg.freebsd.org/FreeBSD:16:amd64/ has only base_*/ #1249

Prerequisites

  • Have you checked for an existing issue describing the issue? yes

I've been having to edit the main 16 jail FreeBSD.conf to have the FreeBSD-ports and FreeBSD-ports-kmods disabled (the https://pkg.freebsd.org/FreeBSD:16:amd64/ subdirectories involved do not exist yet). This has allowed me to do some testing and reporting of issues for pkgbase handling, mostly leading to changes on the FreeBSD side of things so far.

But FreeBSD-ports and FreeBSD-ports-kmods could be viewed as issues of themselves for jail upgrades. It is not even clear to me if one or both should ever be enabled in a poudriere(-devel) jail during a jail upgrade. This could be true even for when the likes of https://pkg.freebsd.org/FreeBSD:16:amd64/ is fully populated.

Something to consider.
