Linux: device can only be accessed as root

The current Linux version of the app can only connect to the PSLab board if the app is run as root. (I tested the .deb version on Debian)

The app should be able to connect to the board even if the app is run by a regular user.

I was able to connect to the board as regular user (member of group dialout) by placing the following file in /etc/udev/rules.d and issuing the command sudo udevadm control --reload-rules && sudo udevadm trigger afterwards.

This file needs to be included in the install packages for the Linux version of the app.

There already is a file with the same name in https://github.com/fossasia/pslab-python
