Fix Duplicated Translation Files and Glossary Configuration in Weblate

The project currently has translation issues in Weblate:

1. Duplicated translation files:
   Some languages have multiple .arb files mapped to the same language code.
   This leads to confusion for translators and risks inconsistent translations.

2. Glossary misconfiguration:
   The glossary is using monolingual files.
   This is not recommended, because adding strings to the target language only is not possible in monolingual files.
   While it can still work, some features will be unavailable.
