Use a better translation library

Currently, Weblate does not support fatfree’s quote-less INI files. We will need something better.

Hmm, we also use cn, tw and se as language codes for Simplified Chinese, Traditional Chinese and Swedish, respectively.

What is worse fatfree does not work with the correct language codes zh-Hans

I fixed the language names in b56aab5 and switched the files to JSON in 8e61a2d; the client side translations will have to wait for Webpack.

#1137 was merged and we now handle localisation client-side for the most part. But including all the languages into the bundle is not very efficient,we should load them on demand.

#1295 removed the translations from server side.
