Does Lazy respect User events?

Here is the example from my config:

    {
        "lukas-reineke/indent-blankline.nvim",
        main = "ibl",
        version = "*",
        event = "User ThemeApplied",
        config = require("plugins.indent-blankline").setup,
    },

I expect that this plugin wouldn't be loaded until ThemeApplied event is dispatched. But regardless if I dispatch this event or not, config setup gets called and plugin gets loaded.

require("plugins.indent-blankline") that probably requires indent blankline? If so then this plugin would obviously load automatically when just parsing the spec

The contents of plugins.indent-blankline:

The require happens within the setup function, so it shouldn't be loaded until it's called?

Then it gets loaded by something else. The lazy ui shows what loaded the plugin, so you can find it there
