dir vs url plugin spec

when I input plugin spec like

return {
   url = 'https://github.com/user/xxxx.git',
   dir = '~/github.com/user/xxxx.git'
  .....
}

who is win? spec.dir or spec.url ?
is lazy.nvim cloning spec.url to spec.dir if repo is not in spec.dir ?
