Update graph lib version and do refactoring (android 15+)

Newer Android versions (15, 16) seems to have issues with graphs:

1. UI scrolling gets very slow if forecast graph is selected
2. Observation graph disappears occasionally and only comes back if for example list is selected and then graph is selected again

The graph library that is used (victory-native) is deprecated and not actively developed anymore that probably makes fixing these issues difficult. There is newer version victory-native-xl, but it would require refactoring graphs:
