Describe the bug

The flare system does not engage properly during autoland, causing the aircraft to land too hard. It seems that the aircraft does not initiate the flare maneuver at the correct altitude, leading to excessive vertical speed upon touchdown.

Expected behavior

The aircraft should gradually reduce vertical speed and pitch up slightly at 30-20 feet AGL to ensure a smooth touchdown.

Steps to reproduce

  1. Set up an ILS CAT III approach with autoland enabled.
  2. Observe the aircraft behavior at around 30-20 feet AGL.
  3. Notice that the flare does not activate properly, resulting in a hard landing.

Can you provide a video where the autoland is not performing properly? I used your "steps to reproduce," but the autoland worked fine. The flare mode engaged at approximately 40 feet RA, reduced the rate of descent as intended and provided a nice, firm, but not hard, touchdown. Development version 3c71f5d (current as of this morning).
I'll try some other airports and approaches when I get some time.
It was working fine for me; I don't use autoland enough to know exactly what broke and when.

Note that the tailwind for your landing (15 knots) exceeds the autoland tailwind limit of 10 knots. Here's one that's just within the 10 knot limitation: https://1drv.ms/v/s!Ajsy7Ey4_8uFgZ1fXaHMcqdTWDn6Jw?e=0GZPAl. While still firm, the rate of descent has been reduced to about 300 fpm at touchdown. Feel free to submit more examples for us to look at.

This happened at SKCL in my country. (It’s the same at all airports.) For some reason, the speed didn't reduce automatically during this flight and stayed locked at 250 knots. I manually set it to the limit, but the same thing happens even when the speed does reduce automatically. The flare doesn’t seem to engage, resulting in a 494 fpm landing. https://drive.google.com/file/d/1VvG65Wlenz9CcuqV3X3OG4OF1jK04psp/view?usp=drive_link . In the stable version, it’s around 150-250 fpm, and you can notice when the aircraft slightly raises its nose. When switching from LAND to FLARE, the nose usually rises slightly, making the landing much smoother. In this version, it does not. Sorry for my translated English.

Probably unrelated, but I also noticed that it calls "200" instead of "minimums" - I thought the latter was supposed to be prioritised.

Thanks for the additional inputs. I think @Leonardop448 is on to something here. There seems to have been a change between the stable and dev versions that made the autolands worse. I tried ENGM 19L with the stable version, and the flare was much better. I'll bring this to the team's attention and see what can be done.
