Invalid syslog message coming from CloudFoundry

I have the following config set in td-agent.conf

<source>
  @type syslog
  port 8080
  bind 0.0.0.0
  tag cf.app
  <transport tcp>
  </transport>
  <parse>
    message_format rfc5424
  </parse>
</source>

<match cf.app>
  @type stdout
</match>

Console prints the following

2023-08-18 13:24:03 -0700 [warn]: #0 failed to parse message data="1359 <14>1 2023-08-18T20:24:03.146103+00:00

I noticed that there are extra 4 digits and a space before <14>1 . These logs are coming from Cloud Foundry syslog and not change is done.

Kindly advise how to handle this situation and parse the logs.
