Create an "Activation" concept page

Activation is a core part of the product, with three different user-facing modes (in-place, command, and interactive). Furthermore, understanding where to put activation logic e.g. in `hook.on-activate` or `profile.*` requires an understanding of what the activation process looks like. We currently don't have a page dedicated to this, so it makes sense to create one.
