Add `-lmingwex` second time in `mingw_libs`

Upcoming mingw-w64 releases will contain small math functions refactor which moved implementation around. As a result functions like `lgamma`
now depend on libraries in this order:
`libmingwex.a` -> `libmsvcrt.a` -> `libmingwex.a`.
