Changing builders also resets refund amount if the user was in fast mode

If you are in fast mode, and then change your builder set, we currently also reset your refund % to 90%. This is because (if you are not in fast mode) you must specify a refund address if you use a non-90% refund amount. And we can't automagically insert an address on behalf of the user.
