Foam-Water extinguishing systme

Can FDS simulate a Foam extnigusihing system? If so, can you suggest a case that I can find in the validation library
If not, is it possible to approximate foam behavior?

Well, the question would be how "approximate" you are willing to go. You could try to use the particle method and some serious tuning again some kind of validation data. But you would be in serious research territory here. The short answer is, no, this has not been done yet.
