Do i need to implement "Collect consent of user (GDPR)" or this plugin already cover it for me?

I just finished my first application and in my AdMob account I receive a notification about "Manage consent for GDPR".
I searched about it and I'm a lot confused right now.

So I'm wondering does this consent form will be automatically displayed to EU Users and covered by the plugin or I will need to implement it my own? If yes then it's great, if not then

1. How can I implement it in flutter?
2. I download a lot of applications to check if they implement it or not and It didn't show up for a single time. Does these application track user locations and show only to EU users or it's not necessary?
