New json format adoption

We propose to introduce next JSON format into FHIR,
for compatibility reason, it could be introduced as an addition
not replacement of existing JSON format with some new MIME type.

To catalyze the use of new format we could provide a set of transformation libraries from/to existing json format (for example in javascript - could be used on frontend).
