New fontforge dependencies

fontforge, currently a BuildRequires of a few fonts and shipped in CRB, has just received a major update that includes a hard dependency on the gtkmm3.0 stack. These packages were previously removed from RHEL10 and ELN by bundling them in their then-only dependency, open-vm-tools. This may need to be reconsidered given this new dependency, or works needs to happen to port fontforge to gtk4/gtkmm4.0.

We won't be re-introducing the whole gtkmm3.0 stack in RHEL 11 and hence it will need to be bundled to fontforge.
