Given this documentation site is published with a footer saying "All Fedora Documentation content available under CC BY-SA 4.0"
I would assume we should add that license to this repository.
Without it, "All rights reserved" should be assumed.

Why would you assume the exact opposite of what both the website footer and the FPCA say? Clearly the default content license should be assumed (and this is far from the only documentation module without a license file, although many do have).

Well, footer is injected from external source code: https://gitlab.com/fedora/docs/docs-website/ui-bundle/-/jobs/artifacts/HEAD/raw/build/ui-bundle.zip?job=bundle-stable

It doesn't really imply that the content of this repository is under the same license.
