Can I label the moving object?

Hi, I am trying to detect the wheel on the garbage can.

But, sometimes the wheel was moving too fast. It became a motion blurred wheel.
Can I label the moving wheel to improve the prediction?

By the way, Is there a better way to let me know the garbage can was lifted?
I am trying to know the wheel was lifted by predicting the wheel exist
