isl submodule: switch back to ntv_dev branch

Since 95b5afd (Merge pull request #528 from facebookresearch/pr/interface, Wed Jun 20 17:18:13 2018 +0200), the C++ bindings automatically generated in the ntv_dev_cpp branch are no longer needed.
