Investigate using and enforcing conventional commits

These are used, just not yet enforced. Could enforce with https://commitlint.js.org/guides/ci-setup#guide-ci-setup

Though we really just want to enforce that the resulting commit from a PR adheres to the format, so we don't want to enforce it on each commit within a PR.
