Ensure Inclusion of Stakers Union Members #203

Great to see the EthStaker community taking over! The Stakers Union is a collective of solo stakers with a robust verification process. The Stakers Union maintains a list of active members. We propose that our verification process should support inclusion of addresses which are not already among eligible addresses.
