Can I estimate gas fee without approve protocol ?

Describe the Problem

I encountered this problem when estimating the gas consumption of the exactInputSingle method in uniswap using an address that is not approved by uniswap on Arbitrum.

But if I change an address approved by uniswap it works fine.
