Should Optimism and Arbitrum be added to the InfuraProvider?

A few months ago, support for Matic was added in the providers as part of #1546

Should Arbitrum and Optimism be added as well, e.g. supported in the InfuraProvider? If not, between the UrlJsonRpcProvider, StaticJsonRpcProvider, and JsonRpcProvider, which would you recommend projects use?

Yes. I believe these chains have enough support by the third-party backends that they should probably be included for the default provider.
