Contract deployment occasionally throws error about gas price on IBFT2 network (BESU)

When deploying a contract with ethers 5.4.2 on Besu network (IBFT2.0, with min_gas_price set to 0), it throws error about UNPREDICATABLE_GAS_PRICE. Here is the error

This error is only showing some time and I am not sure what causes it. Can someone help? Many thanks.

Here is the code which throws error

Thanks for posting the error, the inference from it:

It seems something went wrong in the client. I think you should share this problem with the BESU team.
