Checklists to Write

• Pre-release checklist (eg. what tests are run, code coverage 100%'ed, etc.) and who signed off.
• Postmortem checklist (eg. identify process shortcomings)
• docs: Add EIP checklist templates #1327

Metrics to Capture

• For each bug:
  • What process found the bug?
  • Severity / Impact
  • Category (eg. crypto, EVM, configuration, etc.)
