flowctl docs missing dependency

I recently ran into an issue when following the flowctl docs where I needed to have the Docker CLI and compatible container runtime running to work with flowctl. It shouldn't be assumed that everyone will have this dependency running. The errors I received were somewhat cryptic but I could decipher enough to understand that it was failing trying to use docker.

The docs should be updated to include a mention of the dependency.
