Prepare for / give feedback on `Flat config extends` RFC

I made some comments in the Flat config extends RFC regarding how hard or easy it would be to implement in the config-inspector: eslint/rfcs#126 (comment)

I think now is the time to look into and address this rather than after the RFC has been accepted, so I'm raising this issue here for increased visibility.
