Provide a alternative for Google Forms for WG usage

We have the situation that the WGs need something like Google Forms for submission and collection of stipend requests and similar things. A while ago we decided that we don't want to put more into Google Docs/Sheets/Forms/Whatever.

Also some of the information are personal information of EU citizens which needs to be handled according to GDPR and Google Forms for sure doesn't have the properties for that.

While we need a replacement for all this Google stuff, this is a focussed request for providing something like Google Forms i.e.:

1. WG members can create their own forms with their own fields and descriptions
2. The data entered by people on these forms land in a user friendly tabular form
3. GDPR
