Epidemiological parameter database utility and challenges

Over the past few months there have been several discussions, mainly with @adamkucharski and @CarmenTamayo, around decisions and challenges when collating a database of epidemiological parameters for {epiparameter}. We had previously suggested writing a blog post that articulated some of these decisions and reasoning behind them.

The blog post could also include a section on the utility of having a centralised, reliable database of epidemiological parameters.
