Add section in Lab Manual about forecasting journal club

Discussion from Slack about potential aims for the club:

• keep up with the literature / what others are doing and thinking about
• improve cohesion in interests in line with group aims (which would mean papers discussed should be in line with statement of interests)
• encourage reading and engaging with papers as good practice
• train us all in critically reading relevant literature
• improve engagement with others in CMMID who are interested in / working on similar topics to us
