Update summary statistics in tables to be based on "estimates"

As estimates up to now are based on increasingly little data as they near the present it may make sense to instead report estimates that are based on near-complete data (i.e lagged into the past).  `EpiNow2` does not currently support this feature so this update is blocked by epiforecasts/EpiNow2#67
