Windows CI failures related to Bazel symlink errors

Today's nightly fails because of the same issue I think.

Worth trying if bazelbuild/bazel#26701 fixes the issue, I will try updating Bazel to the latest release candidate.

@Frizi suggested trying to remove --windows_enable_symlinks, but it was required for rust rules in the past: bazelbuild/rules_rust#1156
