Finished and merged #13479 (Welcome Project); then many fixes for the release:

• Fix Settings tab #13477 - it has close icon, and there is no "deselection" issue.

  

• Fix scrollbars and file browser #13547

  • Scrollbars are added to the right-side panel; fix the size of MarkdownEditor.
  • Also fixed a bug in FileBrowser which caused too many / being inserted like enso:///Teams/...

• Close project shortcut #13498 - Ctrl+[Alt]+W or Ctrl+F4 on Win/Linux, ⌘ + [Alt] + W on macOS. (Alt is allowed to have some shortcut working in browsers).

• Right Panel fixes #13557

  1. The buttons in graph are aligned to those in Description/Documentation editor.
  
  2. The graph editor "anchor" point is now left-top corner instead of center: this makes nodes not move when opening/resizing right and bottom panel.
