Add check for bulk temperature above saturation

We recently ran into an issue with a model (longrod) where the bulk fluid temperature hit saturation. With the IAPWS functions, it should be pretty easy to check for this (e.g., on cell-average temperatures) and print out a warning to help diagnose this type of problem in the future.
