Ability for privileged users to open/close the chat queue #52
Description
Users with the correct permissions should be able to open and close the chat queue. Closing the queue should prevents new guests from joining it; effectively closing the live chat service.
API:
post('/queue/open', ...)
post('/queue/close', ...)
