Feature: filter by workflows specified in commit message

I have a lot of workflows that run every commit and I don't want to apply something like #20. Maybe I could parse commit messages listing specific workflows instead? That way if I have 10 successful workflows that I know are going to pass, and one failing, I can only run the failing one for debugging the pipeline.
