Implement Location Detection?

Building on (#36 ) it might be a nice feature for the user if we auto-detected their Borough or potentially even their Neighborhood for them

• Implement Location Detection
• Should be clear to user they can change location at any time

we technically sorta support this now, but i don't believe we are doing any detection, just letting the user pick their city (and remembering their choice)
