feat(dx): configure `pre-commit`  

### Description
configure [pre-commit](https://pre-commit.com/#intro) for: 
- Generating docs for code changes.
- Checking if docs are deployable.
- linting and formatting

IMO anything more than that becomes taxing as time taken to commit because excruciatingly long.
