Path resolution and `KOTLIN_HOME`

(1) Install Elide
(2) Use Kotlin, or kotlinc
(3) It should "just work," regardless of user environment

Actual Behaviour

(1) Install Elide
(2) Use Kotlin, or kotlinc
(3) Sometimes it still can't locate KOTLIN_HOME, even binary-relative

This seems like the path bug we experienced with symlinks. That was fixed, but now I wonder if other contexts could trigger the same behavior. Maybe I'll add some smoke tests.
