Progress bars on media upload/download #4055

Is your feature request related to a problem? Please describe.
We have no feedback telling the user if their file is being sent/received or not, and how long they need to hang around in connectivity for it to succesfully send, or whether they need to find better connectivity, etc. This is a disaster for users on bad connectivity (e.g. emergency services).
Describe the solution you'd like
Progress bar along the bottom of the thumbnail (or whatever Design want)
Describe alternatives you've considered
Even iMessage shows progress (if it's taking a long time), showing it along the bottom of the app window.
