[Feature request] Use query parameters to govern filters and dropdowns for easier linking

Putting this feature request down here because it is something that has been on my mind when sending cloudspending to teams that owns particular pieces.

The need
I need to be able to send a particular view with filters and groupings to a specific user.

The suggestion
Use query parameters to pre-select dropdowns where they can be initially and once they are populated then further filtered to the target view. When i select specific values in the form the url is also modified to follow the chosen selection.

Example:
https://backstage.example.com/infrawallet?groupBy=service&accounts=929592929-929292929-9292929292&tag=owner:pygmalion

This way i can just copy the url once i have filtered down to a service consuming costs for a specific team and not have to guide them how to use the form.
