Add neo4j to support windows doc

We use neo4j for the coursegraph and should try to keep it up to date. EOL information is here: https://endoflife.date/neo4j

There's currently a PR to update the version used in devstack here: openedx-unsupported/devstack#1178

Neo4j has been deprecated so this issue doesn't need any work.
