[CHORE] add ci workflow for dashboard and python client

### Description

We want to add a Continuous Integration (CI) workflow for both the dashboard and the Python client. Since there is no test created for these projects yet, for now, we can just have the CI to check the format and lint the codebase.

This will help create a more maintainable project ecosystem.
